Given the wide range of understanding with the issue of School-Based Management (SBM) and similar concepts such as shared decision-making and teacher empowerment, it should come as no surprise that SBM efforts are mostly not universally supported, even among teachers. It was made mentioned in the lecture that there are five (5) critical strategies missing from most School Improvement Plan (SIP) goals namely: (1) Distributed responsibilities (2) Weekly metrics (3) Sustainable system with documented policies (4) Classroom walks and feedback (5) Continuous improvement meeting. SBM is one of the most provocative concepts circulating in the educational landscape. SBM decentralizes control from the central district office to individual schools as a way to give school constituents such as principals, teachers, parents, community members, and in some schools, students to have more control over what happens in schools. SBM is embedded in Republic Act (RA) 9155, also known as the Governance of Basic Education Act of 2001, provides the overall framework for principal empowerment by strengthening principal and leadership goals, and local school-based management within the context of transparency and local accountability. After all, quality education is not only about physical inputs, such as classrooms, teachers, and textbooks, but also about incentives that lead to better instruction and learning.
